I have the honour to address you on the
subject of exemption from Military Contribution of
the special fees to be charged by the Postal
Administration additional to the ordinary postal
rates in respect of correspondence conveyed by air
mail. This measure of relief is necessary in my
opinion to encourage the community to grow airminded
and to use the air post, even though the amount of
revenue involved is likely to remain infinitesimal
for some considerable time to come.

At the moment the Postal Administration
contemplates using the Saigon-France Air Service.
charge for a letter weighing 10 grammes will be 20
cents (the equivalent of the ordinary union rate)
plus one dollar in respect of the air premium.
Even this figure of $1.20 is so heavy in comparison
with the rate via Siberia, 20 cents per ounce (or
28 grammes), that it is doubtful if the service can
maintain itself as the time of transit is only 7 days
less than the time viâ Siberia which works out at
21 days on the average. A further addition of 25
